The agreement puts Ayew on course to continue his career in England, but the transfer is not yet fully completed
Sheffield United must first move a player out of their squad to create room to register the forward.
Ayew had been in talks with Blackburn Rovers over a possible move, but the discussions ended without an agreement.
Burnley also explored a move for the Ghana international but backed out after signing Jamie Vardy.
Sheffield United then made a late approach on Monday and quickly reached an agreement with Ayew.
The club had hoped to complete the deal earlier in the day, but their need to free up a place in the 25-man squad has delayed the final step.

The situation means Ayew’s move to Sheffield United is dependent on the club successfully moving one of their current players out.
Ayew had offers from clubs in Cyprus last week but turned them down because he wants to continue playing in a more competitive league.
A move to Sheffield United would allow the 34-year-old to remain in English football, where he has spent much of his career.
The agreement with Sheffield United is in place, but the deal can only be completed once the club creates space to register Ayew.
